Important Notice

Please be informed that coverage provided by Third Party Liability Insurance Incident to Disaster and Accident Insurance for Student Education and Research (Gakkenbai and Igakubai) will be revised on and after April 1, 2008. If you purchased the insurance policy in or before Academic Year 2007 and the effective period of your insurance will continue in and after Academic Year 2008, there is no need to take any action regarding application of the revised coverage to your insurance. The changes are listed as follows:

<To Students who Intend to Take Out Insurance In and After March 2008>
The insurance application form will be revised in March 2008, due to the insurer’s changing of a designated bank account for direct deposit of the insurance premium. To register in and after March 2008, students must obtain a new application form from the staff in charge of student insurance at the General Student Support Center (2nd Floor of the Administration Building).

What is the Personal Accident Insurance for Students Pursuing Education and Research (Gakkensai)?

 

This insurance, which is compulsory for all students as a rule, covers unexpected physical injuries that may occur during lectures, school events, extra-curricular activities, travel to and from university, and on university premises. If you are not yet enrolled in this insurance program, you can register any time. Please come to the General Student Support Center.

Insurance coverage:

a) During regular curricular activities:

 

Periods during which the insured is attending lectures, laboratory work, seminars, or practicums

b) During school events:

 

Periods during which the insured is participating in any type of school event as part of educational activities, including ceremonies of matriculation, orientation, or commencement.

c) On school premises for reasons other than a) and b) above:

 

Periods during which the insured is staying at facilities owned, used or managed by the university for educational purposes, except when he or she is in a dormitory, is at a place prohibited by the university, is on the premises during hours prohibited by the university or is engaged in activities prohibited by the university.

d) While engaged in extracurricular activities off school facilities with notice to the school:

 

While the insured is engaged in cultural or athletic activities under the supervision of a student group approved by the university under prescribed procedure and in accordance with the rules and regulations of the university, except while he or she is engaged in extra-curricular activities at a place or during a period of time prohibited by the university, or while he or she is engaged in types of activities prohibited by the university.
(Note: no claim will be paid to the insured if prior notification regarding extracurricular activities outside of school facilities has not been given to the General Student Support Center or the Student Support Office of the faculty or graduate school to which the insured belongs.)

e) While commuting to school:

 

Periods during which the insured is traveling back and forth between residence and school facilities by a logical route and means (excluding means prohibited by the university) for the purpose of participating in university classes, school events, or extracurricular activities.

f) While in transit between school facilities, etc:

 

Periods during which the insured is in transit by a logical route and method (excluding means prohibited by the university) between facilities owned, used, or managed by the university for educational or research purposes, in addition to locations where classes, school events, and extracurricular activities are conducted, for the purpose of participating in university classes, school events, or extracurricular activities.

Injuries and Accidents for Which Claims are Not Payable

a) Injuries attributable to the following causes:

 

A willful act, acts of violence, suicide, or crime committed by the insured, driving without a license or driving under the influence of alcohol by the insured, brain disease, disease, or mental illness; surgery and other medical treatments

b) Accidents occurring while the insured is engaged in any of the following activities:

 

Mountain climbing, operation of an aircraft, skydiving, or other dangerous recreational activities

Insurance premiums:

Insurance premiums vary according to the faculty or graduate school to which the insured belongs.

Note:

Each student must pay the premium until the completion of studies at school or graduation from the university. Even if the insurance policy is taken out in the middle of the academic year, the insured must pay the full premium for that academic year.

Procedures to be followed in the event of an accident:
 

In the event of an accident, please immediately report it to the General Student Support Center of Hiroshima University and check whether the accident is covered under this insurance, then notify the Chugoku Injury Service Department, Tokio Marine and Nichido Fire Insurance Co., Ltd. (Tel: 082-247-2033) of the accident by sending a designated postcard. Please note that failure to send the above notice within 30 days of the accident may result in non-payment of the claim.

Procedure for submitting a claim:

a)

Collect necessary claim-submitting documents from the General Student Support Center, fill them in after reading the directions carefully, and obtain an accident certificate from the university.

b)

In principle, after the insured has recovered from the injury, either the insured or his or her representative should submit an Insurance Claim and a Physician’s Medical Report to the General Student Support Center to obtain the seals necessary for verification of the Insurance Certificate and the Certificate of Submission of prior notification to the university (only for accidents occurring while the insured is engaged in extracurricular activities outside school facilities).

c)

As soon as practicable after collecting the documents certified by the university General Student Support Center, the insured should submit them to the Chugoku Injury Service Department, Tokio Marine and Nichido Fire Insurance Co., Ltd.

In principle, a claim will be paid by bank account transfer approximately one month after the submission of documents.

What Is Third Party Liability Insurance Incident to Disaster and Accident Insurance for Student Education and Research (Gakkenbai) - Supplementary to the Personal Accident Insurance for Students Pursuing Education and Research (Gakkensai)?

The Gakkenbai insurance system is designed to indemnify students against personal liability provided for by law for injury caused to a third party or property damaged in Japan during regular curricular activities, school events, internships, nursing experience activities, practical educational training, practical child-care training, volunteer club activities, and while commuting to and from such activities. (The coverage of Hokabai (Liability Insurance for Law School Students Pursuing Study and Research), to be described later, includes infringement of freedom and defamation of a client of the insured, as a result of unjustifiable physical restraint during clinical legal training conducted as part of regular law school activities and events, and the defamation and privacy intrusion of a client as a result of the compromising of the client’s personal information obtained through clinical legal training, whether in written, oral, graphic, or other similar form.)
As a precondition to their joining this insurance program, students must have taken out the above-mentioned Personal Accident Insurance for Students Pursuing Education and Research (Gakkensai). All students at our university are required to join Gakkenbai, as in the case of Gakkensai.

Students of the Faculty of Medicine (School of Medicine and Institute of Health Science), the Faculty of Dentistry, the Graduate School of Biomedical Sciences, and the Graduate School of Health Sciences are required to get Liability Insurance for Medical Students Pursuing Education and Research (Igakubai). Hiroshima University Law School students are also required to get Liability Insurance for Law School Students Pursuing Education and Research (hokabai). Other students at our university must get Third Party Liability Insurance Incident to Disaster and Accident Insurance for Student Education and Research (Gakkenbai). The scope of coverage of these insurances is as follows.

Amounts of claims and premiums:

Please pay the premium covering the period from participation in the insurance until expected completion of study or graduation from the university. Even if taking out the insurance policy in the middle of an academic year, students must pay the full premium for that academic year. Gakkenbai can be purchased at the time of or after participation in the Gakkensai insurance program.

(The amount paid by the insurance company will depend on the degree of contributory negligence on the part of the victim and the degree of responsibility of other person(s) for the accident.)

What Is Comprehensive Insurance for Student Life - Supplementary to the Personal Accident Insurance for Students Pursuing Education and Research (Gakkensai Futai Gakuso)?

As a precondition to their joining this insurance program, students must have Personal Accident Insurance for Students Pursuing Education and Research (Gakkensai). This insurance is voluntary, but it includes coverage of the above-mentioned Gakkenbai and provides a broader scope of coverage for general student life, including around-the-clock compensation for illness and injury (scope of coverage by Gakkensai NOT included) and telephone counseling by physicians.

Procedures for participating in the insurance program and for premium payments:

To take out "Personal Accident Insurance for Students Pursuing Education and Research (Gakkensai)," "Third Party Liability Insurance Incident to Disaster and Accident Insurance for Student Education and Research (Gakkenbai)," "Liability Insurance for Medical Students Pursuing Education and Research (Igakubai)" and ""Liability Insurance for Law School Students Pursuing Education and Research (Hokabai)," please obtain a postal transfer slip exclusively for participation in Personal Accident Insurance for Students Pursuing Education and Research for Hiroshima University (blue postal payment slip/invoice and receipt), complete the slip and pay the premium (when varies depending on faculty/graduate school to which you belong) at your nearest post office. The necessary procedures for joining the insurance program are completed upon payment of the premium; the insurance takes effect on the day following that of payment.
A separate certificate of insurance is not issued for each individual insured. The invoice and receipt issued by the post office at the time of premium payment serves as the certificate, so please. Keep it close at hand.

Method for confirming your participation in this insurance:

To confirm your purchase of the insurance, go to the Information on Participation in the University Health Insurance Association via the university's student information system, "Momiji," or call the General Student Support Center at 082-424-6166.

Other

The four insurance systems Gakkensai, Gakkenbai, Igakubai, and Hokabai are disaster and accident insurance/liability insurance systems developed by the Ministry of Education, Culture, Sports, Science and Technology to insure against accidents that might occur in student life; these insurances are a contract of coinsurance entered into between the Japan Educational Exchanges and Services and six Japanese non-life insurance companies, with Tokio-Marine and Nichido Fire Insurance Co., Ltd. acting for and on behalf of the other insurance companies.
