The ocean is a common property of the world. Ocean governance with consensus among stakeholders is necessary for humanity to properly benefit from the ocean. Safe seas that allow safe maritime transport are necessary for the world's economic development. Preserving, maintaining, and improving the marine environment is expected to lead to solving global environmental problems. The purpose of this forum is to consider about "safe and secure oceans," and to obtain a better outlook on ocean and maritime governance and scientific innovation that contribute to sustainable development of the oceans.
