Guide to the Issuance of Babysitter Discount Coupons

We have started accepting FY2023 applications for the issuance of babysitter discount coupons.

Period: May 29, 2023 to March 31, 2024

For the issuance of babysitter discount coupons under this program, it is necessary to apply in advance using the prescribed application form.

 For the first application, please submit the Application Form at least seven business days before the scheduled date of use.
 For the second or later application, please submit the Application Form at least three business days before the scheduled date of use.
 If there is any change in the information (your family situation) provided in the first application, please apply for the change (including usage applications) at least seven business days before the next scheduled date of use.
 * Applications submitted after the above deadlines or incomplete applications will not be accepted.
   Please be sure to check the content of this program and implementation guidelines, set forth below, and apply without delay.
 * If there is any change in the information provided in the application after submission or if you did not use the service as shown in your application, please contact the Gender Equality Promotion Office promptly.
 * The coupon for FY2023 is valid through March 31, 2024.

Overview of the Program

 As part of efforts to create an environment in which faculty and staff members have a good balance between child-rearing and work, the University issues babysitter discount coupons to those who have submitted the Application Form. The coupons can be used for babysitting services provided by coupon handling business operators certified by the All Japan Childcare Services Association.

 This program, launched by the Children and Families Agency as part of a new system to enhance support for children and child-rearing, is designed to help employees balance work and child-rearing. The Agency has commissioned the All Japan Childcare Services Association to implement this support program.

Eligible Users

Applicants must meet all the conditions below.

  • Faculty and Staff members of Hiroshima University 
  • Parent of a child from 0 years old to the 3rd grade of elementary school or a child up to the 6th grade of elementary school who requires care for healthy development
  • Person for whom it is difficult to work without using this support service due to the spouse's employment, illness, job hunting, school attendance, vocational training, etc., or due to being a single parent
  • Person who has concluded a service contract with a babysitting service provider qualified to handle coupons, etc.

Eligible Children

Eligible children are as follows.

  • a child from 0 years old to the 3rd grade of elementary school
  • Children up to the 6th grade of elementary school who fall under any of the following conditions:
    • A child who has received a Physical Disability Certificate pursuant to Article 15, paragraph (4) of the Act on the Welfare of Persons with Physical Disabilities (Act No. 283 of 1949);
    • A child who has received an Intellectual Disability Certificate pursuant to the Notice of Intellectual Disability Certificate System (Notice No. 156 issued by the Health and Welfare Ministry on September 27, 1973); or
    • A child who has a disability that is deemed to be equivalent to any of the above conditions, including being eligible for any measures for children with disabilities implemented by a local government.
  • For the use of this service for “return to work,” a preschool-aged child

Services Covered by Coupons

Of the services offered by babysitting service providers qualified to handle the coupon, etc., the following services are covered by coupons.

  • Childcare at users’ home
  • Pick-up and drop-off at a nursery school or non-registered childcare facility (hereinafter, “childcare facility”) by a babysitter

 * The service of picking up and dropping off a child at a childcare facility is available only in the following four cases.

  1. Pick-up and drop-off service between home and childcare facility, not between childcare facilities.
  2. Pick-up and drop-off service not for two or more children who are not in the same family.
  3. Childcare recording (including pick-up and drop-off routine and the behavior of children) by a babysitter, through which reports are made to their parents
  4. Pick-up and drop-off service between home and childcare facility other than that operated by the babysitting service provider the babysitter belongs to

Number of Uses and the Amount of Discount

Limits on the number of coupons that can be used

The number of coupons that can be issued are limited; the issuance of coupons may be terminated during the implementation period.

  • Up to two coupons can be used for one eligible child per day (per use), and up to 12 coupons per month, or 60 coupons per year, for one family

 * Coupons cannot be used on non-working days or non-working hours.
 * When coupons are used for “return to work,” one coupon may be used per day (per use) for one family, and up to four coupons within a single fiscal year.

 

Discount amount per coupon

2,200 yen discount per coupon

 * The coupon can be used for a service for which the number of coupons × a sum worth 2,200 yen or more is charged per use.
 * This does not include fees associated with provision of the service, such as membership, transportation, cancellation and insurance fees.
 * Unlicensed childcare institutions, including babysitting services, are covered by the national government’s measures to make early childhood education and childcare free of charge. When coupons are used for such unlicensed childcare institutions, the amount obtained by deducting the amount of coupons from the babysitting service usage fees may be covered by the free-of-charge measures.  Therefore, it is necessary to make sure that the amount of the discount coupon and the other amount can be distinguished on the receipt.

Flow of the Usage Procedure

  1.  Conclusion of a babysitting service contract with a service provider qualified to handle coupons, etc.
    Those wishing to use babysitting service need to conclude a service contract with a service provider qualified to handle coupons, etc. before applying for coupons for the first time.

  2. Coupon application procedure
    Those wishing to use babysitting service need to prepare the required documents and apply for the issuance of coupons using the Application Forms below.

    ・A copy of mother and child handbook (“Boshi-techo”) (a page showing the birth date of the eligible child) (PDF) (First application only)
    ・ A copy of a  certification document concerning the spouse (PDF) (First application only)
    * For an applicant whose spouse is a Hiroshima University faculty or staff member, it is not necessary to submit a copy of a certification document concerning the spouse.

  3.  Provision of coupon URL
    The University checks the content of Application Form and required documents. If there are no deficiencies in them, a coupon URL will be issued to the user.
    * A coupon URL will be provided via the message function of the university-wide information sharing infrastructure system “Iroha.”
     
  4. Request for dispatch of a babysitter
    The user makes a request to the service provider with which the user has concluded a service contract as indicated in the above item 1 for dispatch of a babysitter.
    * At the time of requesting the dispatch of a babysitter, please be sure to inform the service provider or the babysitter in charge in advance about the use of a coupon.
     
  5. Showing a QR code from the coupon URL to a babysitter (If a QR code cannot be used because the babysitter does not have a QR code reader, etc., show the service provider identification code.)

  6. Registration of usage information

Use of Services for Multiple-birth Children

For the user raising preschool-aged multiple-birth children (e.g., twins), coupons will be issued separately from regular coupons.

Services Covered by Coupons

Of the services offered by babysitting service providers qualified to handle the coupon, etc., the following services are covered by coupons.

  • Childcare of eligible children, etc. at users’ home
  • Pick-up and drop-off of eligible children at childcare facility by a babysitter

Number of Uses and the Amount of Discount

This type of coupon cannot be used in combination with regular coupons or another coupon issued by the All Japan Childcare Services Association on the same day.
This type of coupon, unlike regular coupons, can be used on holidays.

Limits on the number of coupons that can be used

One coupon may be used per day (per use) for one family, and up to two coupons within a single fiscal year, in principle.
However, those who fall under any of the following six conditions may use up to four coupons within a single year.

  1. There are three or more preschool-aged children, including multiple-birth children in the same family.
  2. There is a child who has received a Physical Disability Certificate pursuant to Article 15, paragraph (4) of the Act on the Welfare of Persons with Physical Disabilities in the same family
  3. There is a child who has received an Intellectual Disability Certificate pursuant to the “Notice of Intellectual Disability Certificate System” in the same family.
  4. There is a child who has a disability that is deemed to be equivalent to either of the above items 2 and 3, including being eligible for any measures for children with disabilities implemented by a local government.
  5. There is a member who has been certified by the municipal government as being in need of care, as the insured person covered by the nursing-care insurance program, in the same family.
  6. A single-parent family

Discount amount per coupon

The discount amount per coupon shall be within the following maximum amount of the subsidy. Any sum exceeding the maximum amount of the subsidy should be borne by the user.

  • Two preschool-aged multiple-birth children ……9,000 yen
  • Three or more preschool-aged multiple-birth children ……18,000 yen

* The coupon can be used for a service for which the number of coupons × a sum worth 2,200 yen or more is charged per use.
* This does not include fees associated with provision of the service, such as membership, transportation, cancellation and insurance fees.

The procedure is the same as that of regular coupons.
Those wishing to use babysitting services prepare the required documents and apply for the issuance of coupons using the Application Forms below.
