(2020.3.25) Hiroshima University’s measures to prevent the spread of Novel Coronavirus

In December 2019, the confirmed cases of the new viral pneumonia associated
with the novel coronavirus were reported in the city of Wuhan, Hubei Province,
People’s Republic of China, and since then there has been an ongoing report of
the confirmed cases with the new coronavirus in the rest of the world. On 28th
January 2020, the Japanese government listed this viral pneumonia caused by
the new coronavirus as a “designated infectious disease”, which came into
effect and implemented on 1st February. Meanwhile, the World Health
Organization (WHO) declared that the circumstances regarding the outbreak of
the new viral pneumonia caused by the new coronavirus to be “a Public Health
Emergency of International Concern (PHEIC)”.

In addition, the Ministry of Foreign Affairs of Japan (MOFA) issued “Infectious
Disease Warning Information Level 3 (Avoid All Travel)” to some of the regions
in China, South Korea, Iran, Egypt and all European countries as of 19th March
2020, urging the Japanese nationals concerned to avoid all travel to these
regions; it also issued “Infectious Disease Warning Information Level 2 (Avoid
Non-essential Travel)” to the rest of the regions in the afore-mentioned
countries, advising the Japanese nationals to avoid non-essential travel to these
regions. As for the rest of the countries around the world, MOFA issued
“Infectious Disease Warning Information Level 1 (Exercise caution)”, which
advises Japanese nationals to stay alert to the situation in these regions.
What follows is a summary of the current measures and policies at Hiroshima
University regarding how to deal with the spread of the novel coronavirus (as of
March 19th, 2020).

Please make sure to check the latest information from the university as the
situation concerning the prevalence of the coronavirus infections may change
significantly with time.

1. Those who are currently staying in or planning to travel to countries/ regions to which MOFA has issued “Infectious Disease Warning Information” Level 2 or higher

Hiroshima University takes the following stance on each of the following alert
level set by MOFA:

  • Level 2 (Avoid Non-essential Travel): the students, faculty and administrative members of HU planning to travel to the affected areas are advised to postpone or cancel the visit to the country/area; those who are already staying in the affected areas are advised to return to Japan.
  • Level 3 and Above (Evacuate and Avoid All Travel): the students, faculty and administrative members of HU are urged to cancel all travel to the country/area regardless of the purpose; those who are already staying in the affected areas are urged to evacuate immediately.

If you are currently staying in or are planning to travel to countries/regions
other than the above-mentioned, you are well-advised to anticipate the
likelihood of further spread of the infection in the future (i.e., MOFA issuing
Infectious Disease Warning Information or raising the existing risk levels), while
checking the latest warning information there, taking all the necessary
precautions against the infection, and considering either temporarily returning
to Japan or postponing/cancelling the visit there.
Whether it is a private or business trip, if any member of HU (students, faculty
and administrative members of HU) is currently staying in or planning to travel
to any of the afore-mentioned countries/regions (with a Level 2 or higher
warning alert) in the future, he/she is kindly required to fill in the following web
survey. The survey is for ascertaining the current situation regarding the
whereabouts and future travel plans of HU members concerned.

any of these countries.

In addition, some countries have enforced entry restrictions (or measures upon
arrival) on Japanese nationals and those traveling from Japan, in an effort to
prevent the spread of the novel coronavirus. When traveling abroad, please
check the latest information on MOFA's Overseas Safety website and on the
websites of the authorities in the countries of destination. In so doing, make
sure to register online with MOFA's “Overseas Travel Registration” (Tabi-Regi);
in case you are traveling overseas for more than three months, please
remember to register online with the Overseas Residential Registration at
MOFA’s website, which will enable you to be updated with the most up-to-date
safety information at your destination.

2. Those who have returned to/entered Japan from countries/regions to which MOFA has issued “Infectious Disease Warning Information” Level 2 or higher, or have come into “close contact” (see the asterisk below for the definition) with someone who has been confirmed to be a novel coronavirus case

If any member of HU (students, faculty and administrative members) meets the
following criteria, please make sure to report your case to HU by filling in the
webform below. Likewise, any visitors to HU campuses meeting the following
criteria, are also required to inform the university of his/her case.

  1. You have had a history of staying in countries/regions to which Infectious Disease Warning Information Level 2 or higher has been issued, in December 2019 or since then, and
  2. t has been less than two weeks since your return/entry to Japan from one of the afore-mentioned countries/regions.

For 2 weeks after returning to Japan, please check daily for any presence of
symptoms of novel coronavirus including fever, coughing, phlegm, and
diarrhea. (Click here for health check)

  • The link to the HU Web Form: For those who have recently stayed in countries/regions to which Infectious Disease Warning Information Level 2 or higher has been issued.
  1. To returnees and visitors from countries/regions to which MOFA has issued “Infectious Disease Warning Information” Level 2. For the next two weeks after returning or entering Japan, avoid non-essential outings and crowds, and always wear a mask when you need to go out. Please check your health status every day for the next two weeks (daily temperature, presence of any respiratory symptoms, etc.). If you have a fever or experience respiratory symptoms consult a medical office immediately.
  2. To returnees and visitors from countries/regions to which MOFA has issued “Infectious Disease Warning Information” Level 3 (or higher), or have come into close contact with someone who has been confirmed to be a novel coronavirus case. When returning to or entering Japan, you are required to report the place of stay and health to the quarantine officer concerned; if you have stayed in 5 countries/regions to which Infectious Disease Warning Information Level 3 or higher has been issued, within 14 days of your return to Japan, please take appropriate actions in accordance with the advice from the quarantine officer. After returning to or entering Japan, please refrain from going out and stay at home for the next two weeks. Please check your physical conditions every day during that period (daily temperature, presence of any respiratory symptoms, etc.). If you experience symptoms such as fever or cough, do not visit a medical office, but contact the nearest novel coronavirus help desk (Public Health Center, below) and follow their advice (e.g. always wearing a mask). Also, please report this to your department or school and the Health Service Center at HU.
  3. Those who have come into close contact with someone who has been confirmed to be a novel coronavirus case For the next two weeks, please refrain from going out and stay at home. Please check your health status every day during this period (daily temperature,presence of any respiratory symptoms, etc.). If you experience symptoms such as fever or cough, do not visit a medical office, but contact the nearest novel coronavirus help desk (Public Health Center, below) and follow their advice (e.g. always wearing a mask). In so doing, please report this to the department or school of your affiliation and the Health Service Center at HU.

3. For all the students, faculty and administrative members

While it is important to maintain your physical condition at its optimal level,
each member of HU is advised to practice regular hand washing and
appropriate coughing etiquette, which is just like the basic preventative
measures he/she takes against cold and seasonal flu.
Likewise, please avoid taking actions that increase the risk of infection and
refrain from going places that meet any of the following conditions:  

  1. Closed locations with poor ventilation
  2. Crowded areas
  3. Places where people are likely to come into close contact or have face-to-face conversations

Be warned that large-scale gatherings that are expected to have an unspecified
number of participants from all around the country, can lead to &quot;overshoot&quot;, an
explosion of coronavirus cases. Even if the event takes place in a “low risk”
venue, the interaction between the participants before, during, and after the
event represents a likely scenario for the rapid spread of the virus.  

Please be reminded that MOFA has issued “Infectious Disease Warning
Information” Level 1 for all the countries around the world. If you are planning
any overseas travel, we strongly advise you to examine the risks involved with
such travel and make a final decision (cancellation/ postponement).
To  all HU members who stayed in or traveled to any of the countries/regions
where “Infectious Disease Warning Information” Level 2 or higher has been
issued during the spring break, you are kindly required to check your physical
condition for two weeks. If you experience any symptoms, please take the
appropriate measures described above.
If you meet any of the following descriptions or symptoms, please make sure to
contact the nearest novel coronavirus help desk (Public Health Center) and
follow their advice.
A rough guide as to when to seek advice from the help desk:
Those who have been with cold symptoms or with a fever of 37.5 degrees or
higher, for more than 4 days (the same will apply for those who have had to be
on antipyretics or fever-reducing medicine for more than 4 days).
Those who are with severe drowsiness (malaise) or difficulty in breathing
(dyspnea)
Persons with the following conditions are more liable to develop severe cases of
the novel coronavirus. If  sever conditions last about two days, please visit a
coronavirus help desk as soon as possible:

  • Senior citizens
  • Those with the following underlying medical conditions or medical treatments: diabetes, heart failure, respiratory diseases such as COPD(chronic obstructive pulmonary disease), or dialysis
  • Those who have been taking immunosuppressants or anticancer drugs
  • Expectant mother

To those families with children
So far, there has been no case reports  indicating that children tend to develop
sever symptoms by the coronavirus. If your children are seen with any of the
afore-mentioned symptoms, please act according to the rough guideline above .
Please remember that at this time of the year, many other disease cases
including those of seasonal cold and influenza, are far more common than the
cases of novel coronavirus. Those who are concerned about other virus-
infections such as those of influenza are well-advised to consult with their
family doctors as usual.

Those with plans to travel abroad are required by HU to submit the following
documents without any omissions. Supposing you have already submitted the
documents for traveling, but decided to cancel or postpone the travel
concerned, please notify the corresponding office. Those who are traveling for
unavoidable reasons to countries/regions to which Infectious Disease Warning
Information Level 2 or higher has been issued, are requested to kindly fill out
the following form as well:

4. Regarding classes, final exams, etc.

Should there be any cases where the students concerned are deemed to have
been infected by the novel coronavirus or experienced high fever possibly by
the new coronavirus, and as a result, had to be absent from classes or the final
examinations, he/she shall be provided with backup measures (i.e. make-up
lessons or examinations) by HU as the university thinks these constitute
unforeseen circumstances, and hence the student in question should not suffer
any detrimental treatment by the system.

5. Regarding entrance examinations (general entrance examination and entrance examination for the privately-funded international students)

  1. As a general rule, all the examinees are well-advised to bring their own mask and wear it on the exam venue and during the examination. As for those with symptoms such as fever and cough, it is essential that they wear a mask all the time.
  2. If an examinee meets any of the following health status category and intends to take the entrance exam, please make sure to contact the relevant school he/she is applying for (contact details of each school are listed below).
    1. Those who have a fever or experience respiratory symptoms (including mild cases) and have a history of close contact with a person who has been confirmed to be a novel coronavirus case.
    2. Those who have a fever of 37.5 degrees or higher, are experiencing respiratory symptoms, and have traveled or stayed in Hubei/Zhejiang Province within 14 days before the appearance of these symptoms.
    3. Those who have a history of close contact with a person who have a fever of 37.5 degrees or higher, are experiencing respiratory symptoms, have traveled to or stayed in Hubei/Zhejiang Province within 14 days before the appearance of these symptoms.
    4. Those who have a fever of 37.5 degrees or higher, are experiencing respiratory symptoms and have traveled to or stayed in China excluding Hubei and Zhejiang Province within 14 days before the appearance of these symptoms.
  3. The measures required to be taken for any criteria in (2) above, are valid as of February 13th, 2020. However, these criteria may be subject to change in the future according to the situation.   4. Should there be any urgent enquiries regarding the new corona virus infections or transportation disturbance on either of the specified date below, please kindly contact the school you have applied for during the business hours (8:30 to17:15): On Monday February 24th: one day before the date of the General Entrance Examination (February Term) On Wednesday March 11th: one day before the date of the General Entrance Examination (March Term) As for any other enquiries, please contact the Entrance Exam Group (contact details given below)
  5. After taking either of the examination above, if it turns out that an examinee has been confirmed to have infected with the novel coronavirus, or has been suspected of the novel coronavirus infection, he/she is required toimmediately report such information to the relevant school below.

(2020.3.26) 新型コロナウイルス感染症に対する本学の方針について 

(2020.3.26主な修正点) 外務省が全世界に対して一律に危険情報レベル2「不要不急の渡航は止めてください」を発出したことを受け、オンラインフォームの回答対象を全世界への滞在・渡航に拡大しました。 

中華人民共和国湖北省武漢市において、2019年12月以降、新型コロナウイルスに関連した肺炎が報告され、日本国内をはじめ世界各地で患者発生報告が続いています。日本政府は2020年1月28日、新型コロナウイルス感染症を感染症法で定める「指定感染症」に指定し、2月1日より施行しました。また、世界保健機関(WHO)の緊急委員会は1月30日(現地時間)、新型コロナウイルス関連肺炎の発生状況が「国際的に懸念される公衆衛生上の緊急事態(PHEIC: Public Health Emergency of International Concern)」に該当すると発表しました。 

また、外務省は感染が拡大している国・地域に対して感染症危険情報レベル3「渡航は止めてください(渡航中止勧告)」又は感染症危険情報レベル2「不要不急の渡航は止めてください」を発出しているほか、全世界に対して感染症危険情報レベル1「十分注意してください。」を発出しているところです。さらに渡航先の国・地域において行動制限を受けたり,出国が困難となる事態を防ぐため,外務省は各国・地域に発出している危険情報及び感染症危険情報とは別に,全世界に対して一律に危険情報レベル2「不要不急の渡航は止めてください。」を発出しております。 

このたび、本学としての新型コロナウイルス感染症に対する2020年3月26日現在の対応状況を以下のとおりまとめましたので、お知らせします。 

なお、流行状況等は時間とともに大きく変化していますので、最新情報をご確認ください。 

1. 現在、海外滞在中又は今後渡航予定がある方へ 

本学では、外務省の危険レベルがレベル2の地域については「原則、派遣は延期又は中止、派遣中の者は帰国させる」、レベル3以上の地域については「派遣は中止、派遣中の者は即刻帰国させる」としています。 

つきましては、現在海外に滞在中又は私事渡航を含めて今後渡航を予定している方は、最新情報の収集と感染予防に努めるとともに、日本への早期の一時帰国又は渡航の中止・延期を至急検討してください。 

併せて、学生・教職員の海外渡航状況及び今後の渡航予定(私事渡航を含む)について把握するため、該当する学生・教職員におかれましては、必ず以下のオンラインフォーム(各自の広大メールとパスワードでログイン)から回答してください。 

また、日本からの渡航者・日本人に対する入国制限や入国後の行動制限を行う国が出てきています。やむを得ない理由により海外渡航の必要性が生じた場合は、外務省海外安全ホームページや各国当局のホームページなどから最新の情報を十分に確認するとともに、外務省海外安全旅行登録「たびレジ」(3か月以上の渡航の場合は「在留届」)に必ず登録し,渡航先の最新の安全情報を入手できるようにしてください。 

2. 外務省の感染症危険情報レベル2以上が発出されている国・地域から日本に帰国・入国した方、及び新型コロナウイルス感染症(確定)患者と濃厚接触(※)のあった方へ 

本学の学生・教職員で、2019年12月以降に外務省の感染症危険情報レベル2以上が発出されている国・地域に滞在歴があり、帰国・入国後14日以内である方は、必ず以下のオンラインフォーム(各自の広大メールとパスワードでログイン)から届け出をしてください。また、本学学生・教職員以外の訪問者等も対象となりますので、同様に届け出をしてください。 

帰国・入国後2週間は、発熱や咳・痰・下痢などないか、毎日チェックしてください。(健康チェックはこちら)

(1) 外務省の感染症危険情報レベル2が発出されている国・地域からの帰国・入国者 
帰国・入国後2週間の間、不要不急の外出や人混みは避けて、外出が必要な時にはマスクを着用してください。2週間の間、日々健康状態(日々の体温確認、呼吸器症状などの有無)の確認を行ってください。発熱や呼吸器症状が出た場合には、速やかに医療機関を受診してください。 

(2) 外務省の感染症危険情報レベル3以上が発出されている国・地域に滞在歴がある方または新型コロナウイルス感染症(確定)患者と濃厚接触()のあった方へ 
日本への帰国・入国時、検疫官に滞在地、健康状態を申告し、帰国より14日以内に外務省の感染症危険情報レベル3以上が発出されている国・地域での滞在歴がある場合、検疫官からの指導に従い適切な行動をしてください。 

帰国・入国後2週間は、外出を控え、自宅等に滞在するようにしてください。2週間の間、毎日健康状態(日々の体温確認、呼吸器症状などの有無)の確認を行ってください。発熱・咳等の症状が出た場合には、医療機関には直接行かず、最寄りの新型コロナウイルス相談窓口(保健所、下記)に相談のうえ、指示に従ってください(マスク着用)。また、そのことを所属部局、保健管理センターに報告してください。 

(3) 新型コロナウイルス感染症(確定)患者と濃厚接触()のあった方 
2週間は、外出を控え、自宅等に滞在するようにしてください。2週間の間、毎日健康状態(日々の体温確認、呼吸器症状などの有無)の確認を行ってください。発熱・咳等の症状が出た場合には、医療機関には直接行かず、最寄りの新型コロナウイルス相談窓口(保健所、下記)に相談のうえ、指示に従ってください(マスク着用)。また、そのことを所属部局、保健管理センターに報告してください。 

3.  全ての学生・教職員の方へ 

日々の体調管理に努めるとともに、風邪や季節性インフルエンザ対策と同様に一人一人の咳エチケットや手洗いなどの実施がとても重要です。基本的な感染症対策を励行してください。 

また、新型コロナウイルス感染症の感染リスクを高める行動を慎むこと、最も感染拡大のリスクを高める環境((1)換気の悪い密閉空間、(2)人が密集している、(3)近距離での会話や発声が行われる、という3つの条件が同時に重なった場)での行動を抑制すること、併せて、「オーバーシュート」のリスクを高めるのが、「全国から不特定多数の人々が集まるイベント」であることが指摘されていることやイベントのリスクの低い場で行われたとしても、イベント前後で人々が交流する機会を制限できない場合には、急速な感染拡大のリスクを高めることの理解をし、十分に注意して行動するようにしてください。 
併せて、私事渡航については、全世界を対象に、感染症危険情報レベル1を発出し、地域を問わず、すべての海外への渡航の是非又はその延期の必要性を確認するとともに、春休み期間に、感染症危険情報が高い国・地域に海外旅行や海外留学等で渡航し帰国した際には、2週間は体調管理を行い、体調に変化があった場合には、受診の目安を参考に適正な対応をとるようにしてください。 

次のいずれかに該当する方は、新型コロナウイルスに係る相談窓口(保健所)にご相談ください。 
なお、現時点では新型コロナウイルス感染症以外の病気の方が圧倒的に多い状況であり、インフルエンザ等の心配があるときには、通常と同様に、かかりつけ医等にご相談ください。 

●相談窓口にご相談いただく目安 
・風邪の症状や37.5度以上の発熱が4日以上続く方(解熱剤を飲み続けなければならない方も同様) 
・強いだるさ(倦怠感)や息苦しさ(呼吸困難)がある方 

●なお、以下のような方は重症化しやすいため、この状態が2日程度続く場合には、はやめにご相談ください。 
・高齢者 
・糖尿病、心不全、呼吸器疾患(COPD等)の基礎疾患がある方や透析を受けている方 
・免疫抑制剤や抗がん剤等を用いている方 
・妊婦の方 

(お子様をお持ちの方へ) 
・小児については、現時点で重症化しやすいとの報告はなく、新型コロナウイルス感染症については、目安どおりの対応をお願いします。 

海外へ渡航する方は以下の書類を提出する必要がありますので、遺漏の無いようにお願いします。既に書類を提出した渡航を中止・延期する場合は変更届等を提出してください。真に止むを得ない理由により感染症危険情報レベル2以上が発出されている国・地域へ渡航する場合は、上記1.の回答フォームへの回答も併せて行ってください。

4. 授業、期末試験等への対応について 

新型コロナウイルスに感染又は発熱等により感染した可能性があり、授業・期末試験を欠席した学生に対する対応については、不測の事態であることに鑑みて、当該学生に不利益が生じないよう追試験等の代替措置を講じます。 

5. 入学試験(一般入試及び私費外国人留学生入試)への対応 

(1) 試験場・試験室内では、原則として、マスクを持参の上、着用するようにお願いします。特に、熱や咳などの症状がある受験者は、必ずマスクを着用してください。 

(2) 次のいずれかに該当する受験予定者の方は、必ず、受験予定の学部へ連絡をお願いします。 
ア 発熱又は呼吸器症状(軽症の場合を含む)を有し、新型コロナウイルス感染症であることが確定した者と濃厚接触()歴がある者 
イ 37.5度以上の発熱かつ呼吸器症状を有し、発症前14日以内に中国湖北省及び浙江省に渡航歴がある又は居住していた者 
ウ 37.5度以上の発熱かつ呼吸器症状を有し、発症前14日以内に中国湖北省及び浙江省に渡航歴がある又は居住していた者と濃厚接触()歴がある者 
エ 37.5度以上の発熱かつ呼吸器症状を有し、14日以内に中国(湖北省及び浙江省以外)に渡航歴がある又は居住していた者 

(3) 上記(2)の新型コロナウイルス感染症の対応基準は令和2(2020)年2月13日現在のものです。今後、状況に伴い、変更となる可能性があります。変更については本学の以下のホームページに掲載しますので、ご確認ください。

(4) 前期日程(2月実施)試験前日の2月24日(月)(※後期日程(3月実施)は3月11日(水))に緊急の問合せ(感染症等や交通機関の混乱に関すること)がある場合は、受験予定の学部へ連絡をお願いします(対応時間:8:30~17:15)。 

(5) 試験終了後に、新型コロナウイルス感染症の発症又は疑いが判明した場合は、速やかに、受験した学部へ連絡をお願いします。
