Ethnographies of Development and Globalization in the Philippines  Emergent Socialities and the Governing of Precarity

The basic question posed in this volume is a simple but important one: How are people in the Global South dealing daily with a state of insecurity and precarity that is closely connected with conditions in the Global North? While the ethnographies featured in this volume are all from the Philippines, each chapter investigates forms of precarity that are found in the other parts of the Global South: gentrification and slum clearance within urban spaces that are deeply articulated with the global strategies of transnational businesses; feelings of moral insecurity and uncertain identities held by diasporic youth; global climate change and the “lost paradise” destinations of global tourism; natural disasters and rural insecurity; the emergence of populism espousing discipline and morality among the citizenry; unpredictable overseas employment attributed to a highly competitive labor market for international care services; the widening gap between the haves and have-nots within rural populations; and the devastation of communities induced by the state’s counter-terrorist attacks. While these cases of precarity are examined within the concrete settings of particular localities in the Philippines, a focus within the volume on commonly shared insecurities in the Global South and their implications for post-Fordist transitions of the Global North reveals their wider relevance beyond this country.
