Mid-term Objectives and Mid-term Plans for the Fourth Mid-term Objectives Period

In the Fourth Mid-term Objectives Period, from the viewpoint of clarifying the roles and functions that the national government expects of national university corporations as a whole, the “Outline of Mid-term Objectives for National University Corporations in the Fourth Mid-term Objectives Period” (hereinafter, referred to as the “Outline”) has been drawn up. From the Outline, each university corporation is required to select relevant items (it is possible for each national university corporation to add about two items of Mid-term Objectives at its own discretion), which it intends to make particular changes and special features during the Fourth Mid-term Objectives Period, based on the direction it aims to take, and formulate its Mid-term Objectives and Mid-term Plans.

In response to this, Hiroshima University (HU) first formulated “Defining HU’s Goals for the Fourth Mid-Term Objectives Period---As a university pursuing peace: University of World-Wide Repute and Splendor for Years into the Future”, which served to show clearly the direction it aims to move towards, to society including HU’s stakeholders. It then went on to formulate the Mid-term Objectives and Mid-term Plans (draft) for the Fourth Mid-term Objectives Period.

 

Mid-term Objectives

The Fourth Mid-term Objectives are the goals that HU as a National University Corporation, is expected to achieve between FY2022 to FY2027 for its operational management. It is notified to HU by the Minister of Education, Culture, Sports, Science and Technology (MEXT).

Mid-term plan

The Fourth Mid-term Plans are plans drawn up by HU and approved by the Minister of Education, Culture, Sports, Science and Technology (MEXT) to achieve the ‘Mid-term Objectives for National University Corporation Hiroshima University’, as presented by the Minister of MEXT.

・Amendments to the Mid-term Plans (approved by the Minister of MEXT on 29th March 2023)
1) As the university was selected by the Ministry of Economy, Trade and Industry (METI) for the ‘Developing biopharmaceutical manufacturing sites to strengthen vaccine production ’ project in AY2022, it has become necessary for the university to newly engage in education and research on pharmaceutical production that meets international quality standards. As a result, relevant Mid-term Plans have been newly added to the following section of the Fourth  Mid-term Plans:
‘I.  Measures to be taken to improve the quality of education and research  1. Measures to achieve the goal of co-creation with society’
2) Partial changes have been made to the items listed in Appendix Table 1 ‘Schools, graduate schools and admission capacity’ in the Mid-term Plans because of the following reasons that arose in AY2023: i)  the establishment of the Graduate School of Innovation and Practice for Smart Society; ii) the revision of the admission capacity of the School of Informatics and Data Science and the School of Education in accordance with the increase in the admission capacity of regional national universities contributing to the realization of attractive regional universities; and iii) the provisional increase in the admission capacity of the School of Medicine.
3) Following the MEXT’s approval of the Marine Biological Laboratory  of the Graduate School of Integrated Sciences for Life as an Education-Related Joint-Use Center in AY2022, some items in Appendix. Table 2. ‘Joint Usage and Research Centers and Education-Related Joint Usage Centers’ have been changed.

・Amendments to the Mid-term Plans (approved by the Minister of MEXT on 25th March 2024)
1) Following the provisional increase in the admission capacity of the School of Medicine in AY2024, some items in Appendix Table 1. ‘Schools, graduate schools and admission capacity’ in the Mid-term Plans have been changed.
2) Following the change in organizational name from Research Institute for Nanodevice and Bio Systems to Research Institute for Nanodevices in AY 2022, some items in Appendix Table 2. ‘Joint Usage and Research Centers and Education-Related Joint Usage Centers’ in the Mid-term Plans have been changed.
3) As the name of the former organization has been changed into Seto Inland Sea Carbon-neutral Research Center upon its launch in AY2023, some items in Appendix Table 2. ‘Joint Usage and Research Centers and Education-Related Joint Usage Centers’ in the Mid-term Plans have been changed.
