Signing Ceremony of the Agreement with Minister Abdelaziz Konsowa
On April 28, 2026, a signing ceremony for an agreement on international educational cooperation between the Ministry of Higher Education and Scientific Research of the Arab Republic of Egypt and Hiroshima University(HU) was held in Cairo, Egypt.
The ceremony was attended by the signatories: H.E. Abdelaziz Konsowa, Minister of Higher Education and Scientific Research; Prof. Amr Adly, President of the Egypt-Japan University of Science and Technology(E-JUST); and HU President Mitsuo Ochi. Also in attendance were H.E. Mohamed Abdel Latif, Minister of Education and Technical Education; H.E. Khaled Abdel Ghaffar, Minister of Health and Population; H.E. Gohar Nabil, Minister of Youth and Sports; and H.E. Fumio Iwai, Ambassador Extraordinary and Plenipotentiary of Japan to Egypt, along with numerous Egyptian government officials, including former Minister of Higher Education and Scientific Research Hany Helal and former Minister of Antiquities Mamdouh Eldamaty.
Representing HU, Executive Vice President for Global Initiatives Shinji Kaneko and Professor Kazuhiro Kusahara of the Graduate School of Humanities and Social Sciences also attended the ceremony.
This agreement is based on the Egypt-Japan Education Partnership(EJEP), announced by the leaders of Japan and Egypt in 2016, and aims to promote the development of highly skilled human resources in advanced science and technology fields, including semiconductor technology, thereby contributing to Egypt's economic development.
Under the agreement, the Ministry of Higher Education and Scientific Research of Egypt will provide scholarship support for up to 10 Egyptian students annually who participate in the Master's Double Degree Program jointly implemented by HU and E-JUST. During the ceremony, HU and E-JUST also concluded the agreement for the implementation of the Master's Double Degree Program.
This program represents the first double degree program established between E-JUST, which was founded with support from the Japanese government, and a Japanese university, marking an important milestone in higher education cooperation between Japan and Egypt.
At the signing ceremony, Minister of Higher Education and Scientific Research Abdelaziz Konsowa stated, "This agreement represents an important step toward further advancing the strategic partnership between Egypt and Japan in the field of higher education." President Ochi also remarked, "By leveraging HU's expertise in education and research, we hope to contribute to the further deepening of academic collaboration between Egypt and Japan through the development of highly skilled human resources in advanced fields, including semiconductors."
HU has promoted education and research in the field of semiconductors for more than 35 years and has developed into one of Japan's leading centers for education and research in this area, with a distinguished history and proven achievements. By leveraging this expertise, HU will further contribute to the development of future leaders in Egypt through advanced human resource development under this collaboration and by providing opportunities for students to pursue graduate studies at the University.
