Hiroshima Higher Normal School held a lecture meeting and exhibition related to Johann Heinrich Pestalozzi (this event was later called “Pestalozzi Evening” and held regularly). The Pestalozzi Room was established.

Hiroshima Prefectural Fukuyama Normal School was opened (in Kasumicho, Fukuyama City).
Hiroshima Prefectural Normal School was renamed Hiroshima Prefectural Hiroshima Normal School.
Hiroshima Prefectural Training Institute for Teachers of Vocational Supplementary Schools was affixed to Hiroshima Prefectural Saijo Agricultural School (in Saijocho, Kamo-gun).

A budget for the foundation of Hiroshima University of Literature and Science was established (but postponed due to the Great Kanto Earthquake that occurred on September 1).

The Order on National Universities of Literature and Science (Imperial Order No. 37) was promulgated, and Hiroshima University of Literature and Science was established (in Higashisenda-machi, Hiroshima City).
Hiroshima Higher Normal School was attached to Hiroshima University of Literature and Science.

Hiroshima Prefectural Fukuyama Normal School was closed.

Hiroshima Prefectural Hiroshima Normal School was renamed Hiroshima Prefectural Normal School.

Hiroshima Prefectural Training Institute for Teachers of Vocational Supplementary Schools was renamed Hiroshima Prefectural Training Institute for Teachers of Young Men’s Schools under the Order on Training Institutes of Teachers of Young Men’s Schools.

1943

Upon the amendment to the Normal School Education Order, Hiroshima Prefectural Normal School was changed into a national institution under the name of Hiroshima Normal School and raised to a rank equal to technical college.
Hiroshima Prefectural Normal School became the main division (men’s division) and the Hiroshima Prefectural Mihara Women’s Normal School became the women’s division.

1944

Upon the amendment to the Normal School Education Order, Hiroshima Prefectural Young Men’s Normal School was established (in Yoshidacho, Takada-gun).
Hiroshima High Institute of Technology was renamed Hiroshima Higher Technical School.
◆August 23
The Research Institute for Theoretical Physics was established as a unit affiliated with Hiroshima University of Literature and Science.

1945

◆February 13
Approval of the establishment of Hiroshima Prefectural Medical School (in Minamimachi, Hiroshima City) was granted.
◆April 1
Hiroshima Women’s Higher Normal School was established (in Kokutaiji-son, Hiroshima City). Yamanaka Girls’ High School was made an affiliate of Hiroshima Women’s Higher Normal School.
Hiroshima Municipal Higher Technical School was established (in Shinonome-cho, Hiroshima City).

An atomic bomb was dropped onto Hiroshima City.
◆August 20
Classes were partly resumed at Hiroshima Municipal Higher Technical School.
◆September 15
The Ministry of Education published an “Education Policy for Building the New Japan.”
◆December 4
The Cabinet approved of the Reform Outline for Education of Women (providing women with access to higher education, implementing mixed education, etc.).
◆December 15
The GHQ issued a directive entitled “Abolition of Governmental Sponsorship, Support, Perpetuation, Control and Dissemination of State Shinto (Kokka Shinto, Jinja Shinto),” ordering that Shinto-based education should be excluded from school education.
◆December 26
Arata Osada, a professor of Hiroshima University of Literature and Science, was appointed as the university’s president and also appointed as the President of Hiroshima Higher Normal School.

* In this year, the Government-General of China was relocated to the main building of Hiroshima University of Literature and Science, which resulted in the evacuation of the faculties of the humanities.

1946

◆April 7
The GHQ published the Report of the United States Education Mission to Japan.
◆May 7
Hiroshima University of Literature and Science established a Teachers Qualification Screening Committee, and announced disqualification of three professors in mid-December.
◆August 10
An Education Reform Committee was established as the Prime Minister’s advisory body to deliberate on the basic principles for the post-war educational reform.

* In this year, Hiroshima University of Literature and Science closed the course for studying national political principles (kokutai). The British Commonwealth Occupation Force (BCOF) stationed at Kure issued a directive of requisition of the school and dormitory buildings of Hiroshima High School in Otake. The school lodged a petition with the GHQ and successfully had this directive withdrawn.

1947

◆February 14
For the purpose of embodying a new school system, the Educational System Study Committee of Hiroshima Higher Normal School was reorganized, and a School System Council was established jointly with Hiroshima University of Literature and Science.
◆March 31
The Basic Act on Education and the School Education Act were promulgated and put into effect.
◆June 18
Approval of the establishment of Hiroshima Prefectural Medical University was granted, while the establishment of its faculties was subject to reexamination (formally approved on March 10 next year).
◆July 8
The Japan University Accreditation Association was founded (and the standards for establishment of new universities were determined).
◆July 19
The United States Scientific Advisory Group visited Japan (and visited Hiroshima University of Literature and Science).
◆October 14
Hiroshima Prefecture submitted to the Ministry of Education an application and proposal for the establishment of Hiroshima University as a national university.
◆December 23
The Office for Promotion of the Establishment of Hiroshima University as a National University was established under the direct control of the prefectural governor.

* In this year, the building of Hiroshima High School in Minamimachi was reconstructed and relocated completely. Its dormitory, Kumpu-Ryo, was also restored as a dormitory under students’ autonomy, and a ceremony in commemoration of its restoration was held. Hiroshima Higher  Technical School adopted a mixed education system.

1948

The prefectural assembly, prefectural and municipal governments, and associations of industry and commerce formed a group aiming for the establishment of Hiroshima University.
◆January 15
The Committee for the Establishment of Universities was established for screening new universities.
◆February 10
National medical schools were raised in rank to medical colleges.
◆April 1
Hiroshima Prefectural Medical College (under the former system) was opened (in Agamachi, Kure City).
◆April 19
The Ministry of Education granted approval for the establishment of 12 public and private universities (for the first time under the new system).
◆May 15
Reconstruction work of Hiroshima Higher Technical School was completed, and the celebration ceremony and commemorative industrial exposition were held (until June 8).
◆July 6
The Education Division of the Civil Information and Education Section (CIE) issued the principles of organization of national universities.
◆July 25
An application for the establishment of Hiroshima University as a national university was submitted to the Ministry of Education.
◆November 7
A submarine chaser that had formerly belonged to the Navy was transferred by the Ministry of Finance to Hiroshima Young Men’s Normal School as its training ship (named “Toyoshiomaru” on June 1, 1949).

* In this year, Takeo Fujiwara, a professor of Hiroshima University of Literature and Science, was awarded the 38th Japan Academy Prize. Campaign for inviting a national university intensified in Hiroshima Prefecture and Okayama Prefecture.

The Special Act for Education Personnel was promulgated.

The Japan University Accreditation Association decided on the Graduate School Standards (adopting the master’s course and doctoral course system and the credit system).
